Yes, absolutely, you can make great Sci-fi on small budget. But you have to
concentrate on themes and issues and not special effects.
Two films which come to mind that have feminist-female leads are 1. the
original Terminator (low budget, and arguably one of the best sci-fi flicks
ever made) and 2. the Alien movies.
