Hi,

Hope this is the right list and not _too_ off topic.  I need the quote, the
source would be an added bonus, for Queen Elizabeth I of England's
directive to let time pass, for it does more than ?.

For a legal document - it would balance nicely all those quotes from boys
like Oliver Wendall Holmes, Learned Hand & the one that came up with the
Potipher's wife warning about rape, etc.
