Lesley,
I call it the Terrier Complex. Works like this: a terrier, usu. a
small dog, makes a lot of noise to scare off threats. It has to since it
can't do much else. The big dog, on the other hand, just sits on the
porch. It could kick your ass. It knows it could kick your ass. You know
it could kick your ass. It knows you know it could kick your ass, so why
should it embarrass itself by throwing an unnecessary hissy-fit like the
terrier?
Doesn't work in every case, esp. when human 'big dogs' get a little
full of themselves, but it's an interesting pattern.
